If inaction is always complicity, then most people are complicit in a great deal of serious evils quite apart from racism.

I am aware of bad things in the world that I do nothing to combat, I’m sure you are too — does this really make us both complicit in them?

Surely just as there are different levels of, and reasons for, inaction there are also different degrees of complicity. Sometimes, certainly, inaction is almost equivalent to active complicity — at other times it’s reasonable and excusable.
