It undoubtedly happens (and there are strange, slightly pathetic men who subscribe to it as the solution to all their problems - I've met a few of them).
But remember that negging resides in the intention, not in the words. A comment that from one person might be negging could quite easily be genuine from another.
For example, there are plenty of men from whom "I like that you don't put too much effort into your appearance" would be heartfelt and intended as real appreciation. (Even if, potentially, slightly tactless.)
So do take care to see it in the context of everything else you know or feel about the person saying it, and not to jump to conclusions.
