The issue, surely, isn't these specific paintings - Vermeer painted white people because white people were what he knew (and so on with most European artists).
The question is why these paintings from white cultures still tend to crowd out artworks from other cultures.
In other words, it's not a problem that Vermeer didn't depict non-white people - it's a problem that we're not seeing all the African and Asian artists who did. (Even when they are included in major galleries, they tend to be hidden away in special areas.)
